Research On Innovation Of The Local Governments’ Public Products Supply System Under The Background Of New Urbanization

Urbanization occurs with the development of industrialization and Non-agricultural industries in urban agglomeration and concentration of rural population moving to urban. This natural history process is not only the objective trend of the development of human society but also the important symbol of modernization of the country. However, from the process of urbanization, each stage of urbanization is involved in rural areas, and is possible to cause a series of chain reactions to rural areas, agricultural, farmers and so on. The step of urbanization has not done well in China,even some difficulties still exist. Since the eighteenth National Congress of the Communist Party of China, the leaders of the new party have attached great importance to the issues of rural areas, agricultural, farmers. In the process of promoting the new urbanization, it is necessary to rethink the problems of rural areas, agricultural, farmers. The rural public goods supply system is an important factor that restricts the development of agriculture and the income of farmers. Therefore, under the background of new urbanization, innovation of the local governments? public products supply system is necessary.This study is about innovation of local government’s public goods supply system in the process of new urbanization by using the methods of Marx’s dialectical thinking, the combination of theory and practice, literature research, historical analysis and comparison etc. It can be divided into seven chapters. The first chapter is the introduction, explaining the purpose of this paper by introducing the writing background and related argument methods, and with the development and current researches, describing the unique connotation of the related content in a new perspective. The second chapter mainly introduces the development of urbanization and the related theories of public goods supply system in rural areas. The third chapter mainly states the present situation of the local public goods supply system from its achievements and performance issues. The fourth chapter,from the system development concept, system content, system supervision, explores the reasons of the problems existing in the local government?s public goods supply system. The fifth chapter introduces different conditions of the supply system at home and abroad, and based on it, makes analysis and summary. The sixth chapter puts forward the feasible countermeasures to innovate the system of public goods supply of local government on the basis of the content of previous chapters. The last part is a point that under the perspective of new urbanization, and with the guide of new concept, creating a rural public goods supply system that has long term effective, is multiple supply as the main body, farmers? demand as the leading, comprehensive funds to raise the reserve, and dynamic process monitoring. Besides, the author makes the relevant outlook.In the new perspective of the new urbanization, studying the development and related systems of regional public goods not only can enhance the ability to reflect the service function and service level of public goods and improve government functions, but also is helpful to solve problems of rural areas, agricultural, farmers, and improve people?s living standards. What?s more, it has the theoretical and practical guiding significance for the construction of a harmonious socialist society with Chinese characteristics.
