As a crucial part of the integrated transportation system, Taxi for passenger transport is closely related to people’s daily life. The taxi industry has been well developed through decades of evolution in some foreign countries, contributing not only to the economy growth, but also the convenience in daily trips. However, China’s taxi industry, a relatively late starter, is lack of developing experience and therefore its management system is still defective, particularly considering the high spatial variability in the transportation environment across different cities. Consequently, no existing management system mode can be applied in China’s taxi industry-a challenge task faced by the current government. Governments need to learn from foreign countries’ developing experience and explore appropriate management system for the local taxi industry.In order to foster the development of taxi industry in Guangzhou and optimize the management strategies, the government is required to appropriately address the historical problems, while adapting to the changing environment with new emerging issues. Challenges include common issues such as improper taxi contract fee, inefficient business operation, deficit in taxi supply, competition from private drivers and riders supported by mobile network, etc. and also problems of permanent franchise to use that exists specifically in Guangzhou. Exploring corresponding solutions and making satisfactory policies are imperative for the governmental management of taxi industry in Guangzhou, China.In this paper, through extensive literature review, case studies, and statistics collected from daily administration combined with basic theory of governmental management, comprehensive analysis of the status quo in Guangzhou’s taxi industry is performed, proving the necessity of governmental management while also exposing crucial issues. Scientific and proper strategies are provided though cautious research with useful information extracted and valuable experience learned. This paper includes seven sections:Section 1 covers background, significance, current progress in the research field and corresponding methodology; Section 2 includes a description of the special property of taxi industry, analysis of governmental management necessity, and summary of the theoretical foundations and practical actions; Section 3 introduces the status quo of taxi industry in Guangzhou, disclosing exiting problems in governmental management and its attributions; Section 4 provides analysis of strategies in governmental management nationally and in countries aboard, from which inspiration and lessons can be gained; Section 5 mainly addresses the current problems in Guangzhou’s taxi industry with advanced strategies provided for governmental management; and meanwhile scientific suggestions for improving the taxi industry management are provided from a macro-perspective; lastly, conclusions and highlights of this research are described in Section 6 with discussions on necessary future work.
