With the success of shale oil&gas revolution in the United States, oil and gas production started soaring. To occupy the market share, major oil&gas producing countries continue to increase the production. From mid of 2014, oil price fell massively leading grim situation of oil&gas industry. Early 2016 the sanctions against Iran was raised and Iran began exporting oil. In another hand, global economic slowdown leads to decline in demand for oil and gas, which resulted in supply and demand imbalance of the petroleum. Within the company, shareholders, board of directors and line managers expect employees to create more benefits with fewer resources, reduce the cost and improve the performance. Outside the company competitors are eyeing the markets, and management institutions continue to keep tabs on safety records.The article studies the case of West Castor drilling rig rented by Brunei S Oil Company. It lists the scene management situation of rig, safety performance and operation performance before mid of 2015. Comparing the overall performance against other peer rigs and industry global KPIs, it points out the criticality and urgency to improve the rig performance, especially under current critical industrial climates.In the case analysis, firstly it introduces the critical oil&gas industry environment due to the imbalance between supply and demand. Following that, it summaries the relative theories and approaches of scene management. Then it analyzes the reasons of West Castor poor safety and operation performance with fishbone diagram. Based on the causes analysis, it introduces the 5S scene management methods and Poka Yoke to improve the working environments and reduce non productive time. It also introduces VSM respectively to analyze the waste in critical path and optimize the operation flow. By establishing of better communication in the whole team it points out the importance of employee morale, encourages all team members to participate the implementation of Scene Management. Finally it evaluates the safety and operation performance by implementing the scene management on rig and provides practical advices for other supervisors who intend to implement the scene management on rigs.
