Wetland, as one of the important ecosystems on the earth, not only protects ecological environment, but also plays an important role in the developments of society and economy. During recent years, it is being more and more widely concerned by governments, scientific research institutions and all sectors of the community as people pay more attention to the earth’s environment as it is the place where human beings live. Ecotourism, as a form of wetland protection, also brings great potential for the utilization of wetland resources. The operation and management of the Momoge Scenic Spot absolutely need to be improved mainly because of its late development and rich wetland ecotourism resources. This study took the theory of ecological ethics, ecological economics, supply and demand relations of tourism market, sustainable development and other theories related to ecotourism as the guiding ideology to analyze the current situation of wetland ecotourism resources, the potential and problems of the Momoge Scenic Spot, and lastly put forward some feasible sustainable strategies.Firstly, refering to the National Standard of Classification, Investigation and Evaluation of Tourism Resources, a more reasonable classification standard of wetland ecotourism resources of the Momoge Scenic Spot was constructed based on the classification system established by Huiyuan Liu in this paper through field trips, literature reading and interviews. The wetland ecotourism resources of the Momoge Scenic Spot were divided into two broad categories, four main categories, eleven sub categories, thirty-one basic types and seventy-three resource monomers through the classification standard this paper constructed. Without a doubt, the biological landscape dominates, accounting for 41% of the total number of monomers. However, the number of festivals is less, some festival events such as the Ice and Snow Tourism Festival and the Mongolia Cultural Festival can be held annually.Secondly, the quantitive evaluation results of the each factor and the overall evaluation result of wetland ecotourism resources of the Momoge Scenic Spot were obtained by questionnaires and AHP in this study. The overall evaluation result of wetland ecotourism resources of the Momoge Scenic Spot is excellent with the score of 88.51, which indicating that the Momoge Scenic Spot has great potential of development because of its rich wetland ecotourism resources and good conditions of development. Among the twenty factors, the results of air quality, value of science research, water quality and naturalness are higher, which shows that the Momoge Scenic Spot has advantageous natural conditions to develop wetland ecotourism. However, its publicity, infrastructure, access, quality of service need to be improved due to their lower results.Finally, this study analyzed five strengths, four weaknesses, three opportunities and three threats of wetland ecotourism development of the Momoge Scenic Spot by SWOT. According to the results of wetland ecotourism resources evaluation, analysis of SWOT and the current tourist market situation, the scope of target market, the overall positioning, goals and development principles of the Momoge Scenic Spot were set reasonably. Last but not least, the author put forward some government-predominant and market-oriented sustainable strategies in aspects of wetland ecotourism product development, operation and management, community involvement, transportation and infrastructure construction and minimizing the contradiction between tourism and entironment of the Momoge Scenic Spot.
