Decision-making And Game Behavior On The Promotion Of New Energy Vhicle

New energy vehicles(NEVs) have important implications for traffic pollution management and energy security.As an important development trend of the automobile industry, new energy vehicle industry could bring about great economic and environmental benefits to human society. Many countires have introduced a series of industry policies to promote the popularization of NEVs. The development of new energy vehicle industry is greatly influenced by industry policies, even though China has issued a series of incentive policies and the popularization of NEVs has obtained some result, but the policy efficiency does not get the expected effect.This paper focuses on the popularization of NEVs, the purpose is to research the influence of new energy vehicle industry policies on the popularization of NEVs and the popularization problem of NEVs in the context of license plate lottery policy, in order to put forward policy suggestons for promoting NEVs.In this paper, firstly, we recall new energy vehicle industry policies from year to year, and design the evaluation index system of new energy vehicle industry policies based on theoretical research, status analysis, expert consultation and enterprise. Secondly, using consistent fuzzy preference relations method to evaluate the weight of every evaluation indicator, and using fuzzy synthetic evaluation model to do comprehensive evaluation of first class indicator and the whole new energy vehicle industry policies, so as to estimate the influence of new energy vehicle industry policies on the popularization of NEVs. Thirdly, we analyze some major policies for promoting NEVs, then we mainly discuss in detail the reason of implementing license plate lottery policy, introduce license plate lottery policy and analyze the effects of license plate lottery on the popularization of NEVs. At last, in the background of license plate lottery, we establish the new energy vehicle ecosystem, introduce total cost of ownership(TCO) and opportunity cost of NEVs, and construct game model with regarding major stakeholders of ecosystem as players. Then we design three game scenarios to analyze the effects of new energy vehicle industry policies on the popularization of NEVs and propose some policy recommendations.
