Research On The Support Of Technological Talents In Transformation Of Resource-oriented Economy

With the advancing to reform of the supply front and declining of the real resource-oriented economy, resource-oriented areas which used to be the most important energy base are faced with simple industry structure, long-term economic fluctuations in economic growth and environmental damage under the new normal in China. Therefore, only by taking the road of development of resource-oriented economies in transition, can resource-oriented areas get rid of the "resource curse" and achieve sustainable economic development. With the establishment of the national economic transition for the resources-oriented areas, the transformation of resource-oriented economy is rising to the national top-level strategic design. Technological talent is the key driving force for technical progress and economic progress, which plays an important role in promoting transition of resources-oriented economy. Based on the support of technological talents to the transformation of resource-oriented economies and in order to solve the problems of resource-oriented areas in the economic transformation, this article studies the support of technological talents to economies in transition, which has an important theoretical and practical significance on the promotion of resource-oriented industrial structure adjustment and the achievement of sustainable economic and social development.Firstly, the paper theoretically analysis some highlight problems of resource-oriented areas in the economic transformation that the increase of entropy due to single structure of resources-oriented industry, imbalance of economic driving force, livelihood issues, destruction of ecological environment and insufficient of sustainable development capacity. Thus those determine the target and path to reduce the increase of transformation entropy in resources-oriented areas as the following three aspects: optimization and upgrade of resources-led industry, the diversion of resources drive into innovation drive and enhanced modern services of coordination capacity. Secondly, it analyses the role of negative entropy effects of technological talents to the transformation of resources-oriented economy using entropy and dissipation structure theory which is considered that the resource-oriented areas will be confronted with the dissipative structure of economic disorder after the recession. Therefore the negative entropy effect is an important way to achieve the economic transformation of resources-oriented areas, which can through supportting the technology structure adjustment of resources-oriented industry, developing strategic emerging industries and modern service industries in order to facilitate the economic transformation of resource-oriented areas so as to establish a healthy equilibrium dissipative. Once more, the paper builds a support evaluation index system of technological talents to economy transformation in resource-oriented areas in order to research the influence of technological talents to economy transformation in further way. Then it builds a factor analysis model and a regression equation testing the supporting function of technological talents to the transformation of resources-oriented economy based on entropy theory and analysis proposed research assumed. Next the paper takes Shanxi province as a case for empirical research which is a typical resource-oriented area.It finds that the supporting function of Shanxi province technological talents to resources-oriented economy transformation is obviously. Among which the supporting function of technological talents to the traditional resource-oriented industries is the largest. However the scores of emerging non-resource-oriented industries are lower and talents support to industry is less obvious which indicates that supporting function of Shanxi’s technological talents to the transformation of industries is at a low level. Finally, the paper makes some suggestions to advance the support function of technological talents to resource-oriented economies transition based on the empirical results.The innovation points of this paper are as follows.(1) It analyses the target and path to the transformation of resources-oriented economy using entropy and dissipation structure theory.(2) Based on the theoretical analysis, it identifies the inner mechanism of supporting function of technological talents to the transformation of resources-oriented economy and builds an analytical model among technological talents to resources-oriented industries, emerging industries and modern services.(3) It builds a supporting evaluation index system of technological talents to economic transformation in resource-oriented areas under the macro-background of new normal economy and reform of the supply front.
