With the rapid development of economy, oil and gas, which has become the major source of energy in China, is now playing a more important role. More than 70 percent of crude oil is transported by long distance pipeline, and its security is concerned with the construction of nation as well as the social stability. Meanwhile, considering the high-pressure, inflammable and explosive properties of transmission medium and the uncertainty of geological features and social conditions, how to guarantee the safety of the long distance oil pipeline has always been an issue of operating companies. Especially for the newly built pipeline, there are lots of risks in the processes such as the commissioning test of equipments, pipeline design and constructional deficiency, replacement of medium, establishment of soil temperature as well as the operations during commissioning, which endanger the safety of staffs and pipeline facilities. The accident may also do harm to the environment.Established in 1970 s, risk management of pipeline is a method which gives assessment of all possible risk that may cause pipeline failure, and formulate corresponding control measures, reducing the loss of pipeline accidents due to its reasonable distribution of safety resource.This paper aims to explore the risk management method of newly built oil pipeline during precommissioning based on the analyses of both domestic and foreign experience and data. Moreover, BP neural network is introduced to risk assessment in this paper, which is employed in Shilan Oil Pipeline and acquires perfect results.
