Driven by the electric business industry, express industry developed rapidly in recent years. But due to fierce competition and raising cost,the industry has gradually entered the bottleneck stage. In such a large environment, improving resource efficiency, reducing the cost are the key question which all express companies have to consider over. "The last mile" delivery is the process that delivering the goods to the end customer(or collecting the goods from the customers,participate in transit),and is the end point that express company contact with the customer. It is not only reflects the company’s service image, but also focused on the courier company’s most of the resources to serve customers. Therefore, the management of the last mile distribution link, is the key to control cost and improve the effectiveness of the work.By tracking the actual operation process of " S" company, analysing the way that goods were sent and were transitd from starting point to the end point untill to be sent to consignee, this artical draw a conclusion that the "labor" and "vehicle" is the basic elements of " the last one kilometer transportation". According to the question that the "labor factor" result in when involved in transportation process, this paper offer three paths:1) "optimize the structure of the labor force and time",2) "reduce the quantity of the delayed goods";3)palcing equipment to improve the delivery efficency. Using integer linear programming method, analyzed the three measures the above measure one by one, optimal results are obtained. In terms of vehicle connection management, according to the current situation of the enterprise and the overall plan of the future warehouse relocation, using the theory of saving algorithm, the scope of the warehouse after the relocation of the two warehouse service area to be re calculated to division, the respective service area of the vehicle routing are going to be arranged. In the case that the vehicle volume is not overloaded, the running time is not overtime, the goal are to minimize number of vehicles in the two region, and optimize the oreder each vehicle will driving and calling.Finally,comparing the date before implementation of the measures and after,to validate wether those measure are workable.
