Since reform and opening up,Xinjiang is the same as the rest of the country,implementation of the "Introduction" and "going out" strategy of opening to the outside world.Xinjiang has experienced a process of constantly emancipate the mind and renew the concept in practice.Xinjiang constantly improve the level of openness, economic growth has made great achievements. 2010 Central Xinjiang work conference proposed to speed up the opening of the Xinjiang area,At the same time to build the Xinjiang autonomous region becoming the western regional economic growth pole and the West bridgehead.This meeting enhance the openness of Xinjiang to the national strategic level.The second central Xinjiang work conference held in 2014,Offered to channel construction as the basis to expand the openness of Xinjiang,strengthen the railways and other infrastructure construction, the development of modern logistics, based on regional advantages.Buliding Xinjiang as the core area of the “Silk Road Economic Belt”.Xinjiang should adhere to the strategic policy, and build a new pattern of opening up to the outside.In this paper, firstly,definite the concept, and analysis the correlation theory.Secondly analyzes the development situation of Xinjiang’s opening to the outside world,through the selection of the index of Xinjiang’s opening to the outside world,calculated and compared Xinjiang foreign trade openness, foreign investment openness, international tourism and labor service openness.On the basis of this, through the factor analysis of the selected indicators analysis the comprehensive index of Xinjiang’s openness.Finally,by means of the production function.From the two aspects of the comprehensive index of Xinjiang’s opening to the outside world and the index of opening to the outside world analysis the effect of the economic growth,and puts forward some suggestions on the basis of the results of the empirical study.Based on the above research, this paper draws the following conclusions:The first, from 1992 to 2013,Xinjiang’s GDP continued to rise, with an average increase of 14.7 per cent per annual.The rapid growth of Xinjiang’s foreign trade is mainly due to export driven.Border trade accounted for a pivotal role in Xinjiang’s import and export trade.Foreign direct investment in Xinjiang is fluctuating, but trend to be on the rise.Xinjiang international tourism foreign exchange income has always been an upward trend, but the proportion is low.Second, from 1992 to 2013 Openness of Xinjiang rose from 10.3% to 27.28%, an increase of 16.9% over 1992.The openness of Xinjiang has improved, but still at a low level. From a long-term perspective, fixed capital investment and labor input, increase the degree of openness has positive effects on Xinjiang’s GDP increased.In the short term, the fixed capital investment, labor input and the degree of opening to the outside world deviate from the long-term equilibrium level of Xinjiang’s GDP,and it is very fast to adjust to the long-run equilibrium. Fourth, from a long-term perspective, the opening degree of foreign trade, the actual utilization of foreign investment, foreign contracted projects has positive positive effect to increase the total value of Xinjiang’s GDP.But the three indicators of Xinjiang’s economic growth relative to the fixed capital investment and labor input is relatively small.
