The Study On Anti-poverty Of Wushi County In Xinjiang Province

China is a country with the world’s first to achieve the UN Millennium Development Goals of halving poverty, but the poverty problem is still severe, there are still more than 70 million poverty population. 18 th National Congress of the Communist Party of China demands,in 2020 China’s comprehensive well-off society,all the poor people out of poverty. In the new normal economic environment, "13th Five-Year" poverty alleviation work, is crucial to pull out village period, the task is very arduous.After the Fifth Plenum of the 18 th Central Committee of the Communist Party of China, the first central work conference is Central poverty alleviation and development work conference,meaning the Communist Party of China attaches great importance to work in poverty alleviation and development.Provinces and autonomous regions are in the swing for the implementation of a comprehensive poverty to find direction and ways, Xinjiang requirements poverty-stricken county in2017 full out of poverty, Wushi County, state-level poverty-stricken counties in Western County border is one of them. This is full of pressure and challenge for the weak economic foundation, the poverty population in Wushi county.This paper takes Wushi County as the research object, carries on the elaboration to the current situation of poverty in Wushi county from four angles of GDP,industrial structure, financial income, per capita income of farmers and herdsmen;from the poor the regional environment, weak economic foundation, backward ideas,backward education, imperfections medical system, imperfect financial system in six aspects of studying poverty in Wushi County,summary of Xinjiang Wushi county poverty alleviation practice mode and development foundation to achieve positive effects as well as the implementation of the weak, impoverished population scale,poverty alleviation and low utilization of funds, project operation efficiency problem;on the basis of above qualitative analysis, with per capita GDP, per capita fiscal revenue, farmer’s per capita net income,according to the characteristics of index data,using gray correlation analysis method to explore the influence factors of poverty concluding that the regional environment, ideology, the financial system of Wushi county poverty impact degree is bigger,the development of Wushi County has certain policy and financial tilt from optimization of the Industrial Structure,overseas of the local characteristic industry in the future.In the end, the summarize the causes of poverty and poverty alleviation, poor empirical analysis under the premise, combined with the Wushi county development prefectural affection, from the county to implement level and national regional policy level, respectively, are proposed suggestion on the Countermeasures of anti-poverty, in order to become Xinjiang poverty model, have implications for poverty in Xinjiang.
