Research On The Problems And Improvement Strategies Of Agriculture Transferred Population Endowment Insurance Policy In Chongqing

Endowment insurance is the basic construction of livelihood project. Meanwhile, it is also the essential condition to confront with the aging society. As a big traditional agricultural Country, the urbanization of China developed faster and faster with the agriculture transferred population grows stronger day by day. They have a single economic source with the work style of labor force trade. So, the endowment insurance can provide the basic guarantee for their elderly life. As the only municipality directly under the central government in the western China, Chongqing is a pilot area of urban-rural comprehensive development reform, and on account of its social structure of “big rural, big mountain area, and big reservoir area”, there has a large number of agriculture transferred population. So, the exploration of problems and improvement strategies of agriculture transferred population endowment policy in Chongqing possess representativeness and typicality.The basic ideas of this paper are as the followings. Firstly, clarifying the key conceptions of thesis topic, and borrowing the Public Goods Theory, Maslow’s Needs-Hierarchy Theory, and New Public Service Theory to make a normative cognition of endowment insurance, agriculture transferred population, and agriculture transferred population endowment insurance, then introducing the Incremental Decision-Making Model and elaborating its applicability to confirm the analysis structure of thesis, that is to say, through mending the old policies to achieve the goal of improvement step by step. So, the analysis processes are policy sorting, policy mending orientation, and policy improving strategy.This paper using the Public Policy Retrograde Analysis Method to sorting the agriculture transferred population endowment policies in Chongqing from the year of 1993 to 2015 to revealing its change processes and characteristics, then, depending on the Public Policy Evaluation Indexes to make comments, after that, choosing Public Policy Showing Evidence to ensure the key problem of agriculture transferred population endowment insurance policy is their willingness to participate, on this basis making practical analysis to locate the influence factors of their willingness to participate, finally, depending on the analysis conclusions to propose improvement strategies from policy trend, policy implementation, and policy supervision of strengthen the willingness to participate on agriculture transferred population endowment insurance.The main contents of this paper can divides as five sectors with seven chapters: introduction, key conceptions definition and theories borrowing, pre-policy sorting, policy mending orientation, and policy improvement strategy. The first chapter is introduction, mainly introducing the research background and significance, reviewing the present foreign and domestic research, confirming the research ideas and contents, and proposing research methods and innovations. The second chapter is the key conceptions definition and theories borrowing, defining and deeper understanding the conceptions of Chongqing agriculture transferred population and Chongqing agriculture transferred population policy, introducing the Public Goods Theory, Maslow’s Needs-Hierarchy Theory, and New Public Service Theory to establish the theory basis, importing Incremental Decision-Making Model and Public Policy Showing Evidence and stating its feasibility. The third chapter is the pre-policy sorting, adopting Public Policy Retrograde Analysis Method to sorting the three evolution stages of agriculture transferred population endowment insurance policy in Chongqing with its different system models. The fourth and fifth chapters are the policy mending orientation, the fourth chapter depending on the Public Policy Evaluation Indexes to make comments on agriculture transferred population endowment insurance policy in Chongqing, and using Public Policy Showing Evidence to ensure the key problem of agriculture transferred population endowment insurance policy is their willingness to participate; the fifth chapter through the practical analysis of the willingness to participate on agriculture transferred population endowment insurance of the city newly developed area of Chongqing----Yongchuan district, under the research perspective of “Great to see small” to focus on its influence factors. The sixth and seventh chapters are policy improvement strategies, the sixth chapter based on the analysis results to proposing the policy improvement strategies that strengthen the willingness to participate on agriculture transferred population endowment insurance in Chongqing.The research conclusions of this paper as the followings: firstly, the agriculture transferred population endowment insurance policy involves many contents and objects, and it relates benefit games among various groups, meanwhile, it is one of the essential conditions that can maintain social stability and build a harmonious society, and so, it needs the improvement strategy with gradual model; secondly, although the agriculture transferred population endowment insurance policy improved year after year, however, there still exists a deviation between policy target and policy outcome, that is to say, the slow growth rate of joining insurance, based on the interpretation demonstration that the policy identity and adoption of policy target groups can directly influence the policy outcome, it can be easily found that, the willingness to participate is the key point of agriculture transferred population endowment insurance policy improvement; thirdly, the influence factors that can directly influent the willingness to participate include the old endowment idea of agriculture transferred population, the dependency burden of sons and daughters, the low cognition of policy and so on; fourthly, the improvement strategies of agriculture transferred population endowment insurance policy in Chongqing need to define the policy trend of improve the willingness to participate on agriculture transferred population endowment insurance, guarantee the policy implement of improve the willingness to participate on agriculture transferred population endowment insurance, establish the policy supervise of improve the willingness to participate on agriculture transferred population endowment insurance.This paper may have two innovative points. Firstly, the research perspective, this paper chooses the newly developed urban areas----Yongchuan district as the research place to get some research results to demonstration. And this paper chooses the policy target group----agricultural transferred population as the research object to analyze the main problems of their endowment insurance polies. Secondly, the research method, this paper applies the policy instruments to analyze the problems and propose the strategies. The lack of current research mainly because the limited research level of the author, and the limited research conditions, meanwhile, these analyses totally from the perspective of public policies, otherwise, the others parts need more professional knowledge to supplement and perfection.
