As the main source of revenue, the tobacco industry is one of them, composes about 10% of state revenues each year. The tobacco industry is the state administrative monopoly industry; it is difficult to and will not change this pattern in the short term. During last century, the world economic tide, large groups of restructuring and mergers and acquisitions, occupied a large market share. The tobacco control efforts continue to strengthen, and the development of the tobacco industry was deeply impacted. In addition, it is worth considering how the tobacco industry adjusts its position to comply with the "Eight Provisions", and to develop smoothly and regularly in the long run. Therefore, we focused on how to weigh XX Cigarette Factory, analyzing and researching its competitive advantages, and proposing appropriate competitive strategy.This article draws on the theoretical framework of the prevailing strategic planning when many companies have adopted the use of "Porter Five Forces Analysis", "SWOT Analysis", "Diversified Competition Strategy" and other methods, layers forward, comprehensively expounded what are the advantages, disadvantages, external opportunities and challenges XX Cigarette Factory is facing during the process of production and operation at present.
