With increasing internal and external uncertainties in the tobacco industry, risk management has become one of the effective management modes for preventing, reducing accidents and their corresponding losses. In order to improve its risk-coping ability, Company A has made lots of attempts which, however, lead to poor implementation effect. This paper aims to converge enterprise’s risk-control points into business processes to avoid risk-run-away and risk blindness by presenting a process-based risk management, which, from the view of business operation (not merely individual view), can really put the enterprise value and risk management risk together.This paper has made an in-depth and comprehensive risk research on Company A’s core management process through risk identification and risk assessment by using the theoretical research and case study combination, qualitative and quantitative research combination, by combing its core management processes and by using Flow-chart Method and Job Hazard Analysis.Through the above analysis, we can fully identify and evaluate the potential risks of the company; thus, we can determine the level of risk and propose countermeasures based on relative theories. This paper aims to help promote business in the actual practical application of business processes, avoiding mere theoretical study on Risk and processes. This paper argues that there are 43 general risks,37 medium risks and 5 high risks and 6 unacceptable risks during current main business management processes and propose their corresponding specific countermeasures. In other words, we can control the potential risk under acceptable range, making.it institutionalized and normalized through strengthening risk-supervision.This paper has basically completed the research purpose, establish a research dimension relying on scientific methods in the study of Company A’s risk management and proposed a more practical and feasible improvements and suggestions, which play a role in future research on the risk management, in particular, the tobacco industry.
