In today’s world, the rapid globalization, modern science and technology advances, deep industrial structure reform increase more international competition. The competition is essentially the competition of the quantity and quality of talent, and the competition of talent development and management capability.With the advent of the global information ear, information transfer, computer services and software industries as important parts of information industry are growing rapidly. In recent years, these industries attract a lot of attention and get strong support from countries globally.
