| Urbanization is a product of social development in certain stage. Since the Reform and Opening up, the process of urbanization has accelerated significantly while the urbanization rate has increased sharply under the energetic efforts of our government. However, the drawbacks of traditional urbanization are gradually revealed. Facing with the issues of semiurbanization, land-urbanization and forced-urbanization in the traditional urbanization process, politicians and scholars proposed to try a new type of urbanization. In the process of new urbanization, government plays a very important role in promoting the development of urbanization. Government is the maker of urbanization policies as well as the provider of good environment for effective implementation of fiscal policies and indispensable support. It can be said that the status of implementation of government functions directly affect the development-level of urbanization.Through the collection and collation of relevant literature data, the paper is mainly divided into five parts. The first part is the theoretical overview of the new urbanization. Through a brief review of the urbanization process in our country, the paper summarizes several main problems of traditional urbanization patterns and put forward the significance, the connotation and characteristics of the new urbanization. Secondly, recording to the relationship between urbanization and government functions, the paper expounds the necessity of the transformation and the positioning of government functions. The role of government in urbanization is: the executor and pioneer in town planning, the maker of public policy, the defenders of social order, the provider of public services and the co-facilitator of politics and social. The following part is the analysis of the problem and the reason of government functions in the process of urbanization in China. Problems include the government’s offside, absence and dislocation. The cause of the problem is that the government’s path dependence of the planned economy system, the government’s motive of the economic man and the government’s bounded rationality. After analyzing the functions of the government at home and abroad, the paper puts forward enlightenments in four aspects: combining government guidance and market allocation, strengthening the government macroeconomic regulation and control, paying attention to management innovation and absorbing the public participation. The last part puts forward the direction of our government’s functional transformation in the new urbanization process. Change the government leading into a combination of market and government. Change the leading pattern into providing public services in urban and rural area. Change the single government management into main body participation in governance. Change the imbalance between central government and local government into a right match. We should accelerate the reform of household registration system, promoting urban and rural equalization in public service; We should deepen reform of the land system and regulate the circulation of rural land contract; We should improve the reform in fiscal and taxation system, guarantee government finance rights and equality; We should take implementation of multiple investing and financing system and introduce private capital; We should construct public participation in the management mechanism and clear public opinion expression channel; We should improved official moral appraisal system and establish the correct achievements view. |
