Study On Evaluation Of Coordinated Development Between Urbanization Quality And Scale In China’s Western Region Capital Cities

The urbanization is an important historical process of Human being’s civilization and progress, as well as economic and social development, which in modern history, serves as engine for social progress. The urbanization is one of the biggest topics of China’s economic and social development in the 21 th century. In the urbanization process, the urbanization quality and urbanization scale are complementary and mutually reinforcing relationship. In the process of urbanization, if we blindly pursue the urbanization scale, neglecting to enhance the urbanization quality, there will be sub-health phenomenon of urbanization development. On the contrary, if we only emphasize the urbanization quality, ignoring the urbanization scale, it will also slow the pace of urbanization development. As China’s relatively backward area, the level of urbanization in the western region has lagged far behind in the eastern region. With the deepening of the western development strategy, the aspects of economic, society, infrastructure, residents and others have been significantly improved in the western region, but there is also a problem that urbanization quality and scale are unable coordinated development in the urbanization process. How to establish an optimal link between the urbanization quality and scale, and achieve the rapid development of urbanization scale as well as the urbanization quality is worth exploring in depth.From the two angles of urbanization quality and urbanization scale, using entropy method, cluster analysis, the coordinated development model and grey prediction method and following the idea of “the meaning-index system-measurement-coordination relation-type-prediction”, this paper systematically studies the coordinated development relationship between urbanization quality and scale in10 capital cities of western region from 2006 to 2013. This paper not only avoids the problem of the particularity of a single year, ensuring urbanization evaluation results in line with the actual situation, but also grasps the dynamic evolution of the urbanization in western region capital cities in recent years, providing references to promote healthy and sustainable development of urbanization in the western region.Firstly, according to the principles of scientific, systematic, hierarchy, representation and operability, from the connotation of urbanization quality, considering the six aspects of economic, society, residents, infrastructure, ecological environment and urban and rural, this paper builds comprehensive evaluation index system of urbanization quality; At the same time, according to the connotation of urbanization scale, from the two aspects of population size and spatial scales, this paper builds comprehensive evaluation index system of urbanization scale.Secondly, this paper makes statistical analysis of the data from 2006 to 2013 in the two systems of urbanization quality and scale by the use of entropy method to determine the weight of each index. According to the established system, this paper measures the 10 capital cities’ overall development level of urbanization quality and scale. Then this paper uses cluster analysis to explore the spatial evolution features of urbanization quality and scale in the western provincial capital cities.In the end, according to the panel data of 10 capital cities’ overall development level of urbanization quality and scale in western region from 2006 to 2013, this paper uses the coordinated development model to evaluate coordination development situation of urbanization quality and scale in each region from 2006 to 2013 and analyzes temporal and spatial evolution characteristics. The results show that the urbanization quality and scale that are undergoing an evolving process that is the two are developing into the coordination stage from the uncoordinated one. Then this paper forecasts the 10 capital cities’ coordinated development level of urbanization quality and scale in western region by the use of the gray prediction method, which can provide auxiliary decision to promote the coordinated development of urbanization quality and scale in western region.
