As a subject, management has strong connections with social background and the state of enterprise development, its management concept, method and pattern come from the social practice, they all have distinctive characteristics of the age. Now, the world are in the age of knowledge economy, the development concepts and management strategies in traditional and emerging industries have changed dramatically, knowledge will play a leading role in optimizing the industrial structure,promoting industrial upgrading and development no matter in the current or in the future. Human economic society is heading for a landmark and new industrial revolution stage----knowledge industry stage. The trend of historical development has profound effects on management theories and methods, it requires us to think and explore the management mode which can meet the need of the time.A large state-owned company----SGSD electric power company is took as the research subject in thesis, it is a subordinate provincial electric power enterprise of State Grid. Through the uses of economic management theories and technologies,including questionnaire and performance evaluation and technology and so on, carry detailed investigation about the core positions in this company, analysis the human resource situation and performance evaluation, and make deep discussion and preparation about the design of performance evaluation indicator system. The author put forward promoting the “Informatization; Intelligentization; Intensification” all-staff performance management which has “ Four Layers, Fourteen Dimensions” with plans, strategies, methods and steps. With the goals of “five majorizations”,“ five deepenings”,“ three integrations” and “Full Support”, The author is keep in perfecting the system to improve the performance and organization abilities of SGSD electric power company.The performance evaluation system built in this thesis have been used in actual working conditions in SGSD electric power company, From the test run situation, the new All-staff Performance Evaluation Management System matches well with strategic planning,budget management, operation management and incentive management in macroscopicly, and build a “five haves” system which have “Goal, Culture, Motivation, Ability and Support” in microcosmicly.The system is strict in evaluation, hard in operation and strong in motivation. It reflects the fair and justice, fully mobilizes the enthusiasm of all staff, lays a solid foundation for improving the management level of performance management and achieves the common development both employees and company.
