In order to enjoy the results brought from high efficiency and low cost, IT revolution forinformation support of decision-making, Many Chinese traditional industrial enterprises havecreated and modified enterprise information systems with the times, information systemsoutsourcing software projects increasing with each passing day. In a large scale construction of theseprojects, a lot of problems have been emerged: Users complain that the information system does notfully achieve their required functions, inefficient, too many failures, benefit cost ratio is too low, andso on. This large number of facts directed to quality issues, which the project manager should takethe responsibility. From the theoretical view, the project quality is good or bad depends largely onthe ability level of the project manager. Competent project managers not only handle well customerrelations, team relationships, conflict sudden demand for flexibility and change, but also bettercontrol the quality of projects, manage project progress, project costs and project risks. howeverChina has a very limited number of competent managers, according to the Ministry of Industry andInformation Technology People’s Republic of China statistics: till2013there is12421registeredsenior project managers in the computer information systems integration,3552201projectmanager.Most information systems software projects controlled under the project management withnon-professional or low level, and these project managers exist in both supply and demand side (AParty) and the construction side (B Party) being. Therefore, it’s very necessary to the use ofadvanced international experience, combined with China’s national conditions, to improve theChinese project manager of the project management process, to improve the quality of informationsystems software project.The authors study the concept, characteristics, life cycle phases of the quality managementinformation system software projects; also learnt some standards such like software engineeringquality national standard GB/T16260-2006, software test specifications GB/T15532-2008, ITsoftware quality requirements and testing national standard GB/T17544-1998; the authors establisha process quality management framework from the perspective of full participation view in theprocess of information systems software projects which based on the life cycle, so that supply anddemand (A Party) of the project and the construction side (B Party)can do related activities inaccordance with this system then information systems software project process quality can becontrolled in a certain extent. This framework breaks down the information management systemsoftware project into five aspects: decomposition stage, objectives, roles activities, technicalmethods and documentation submitted.In order to establish this system, as well as the qualityplanning, quality assurance and quality control process and technical means. The authors used theframework to manage a mail information management system software project as a case,analysisproject from the perspective of both supply and demand sides with this system, and finallyconcluded the reasons of project quality under control and existing problems.
