| With the rapid development of Internet technology, cross-border e-commerce has become a worldwide important means of integrating resources and seizing market. And it is equally a new growth point of Chinese economy to expand its foreign trade. The rapid development of cross-border e-commerce sets higher requirements on Chinese customs supervision. There is huge contradictory between the rapid development of Chinese economy and its customs supervision policies, such as "sporadic" pilot reforms and policy measures, imperfect risk management mechanism, lack of enterprise level-to-level administration, negative attitudes towards customs inspection, lack of adequate anticipation and prospective construction, less embody social hot spots on services and appeal. All these factors result in Chinese customs’ backwardness in the development of the national strategies of economic transformation and upgrading.This thesis adopts the research methods mainly based on questionnaire, depth interview, and the combination of risk management analysis, etc. This thesis mainly studies the problems confronted by cross-border e-commerce, analyzes its disadvantages and provide reasonable suggestions, from the perspectives of how to achieve “good governanceâ€, improve port regulatory response, increase participation and improve satisfaction, after questionnaires and interviews from government departments in charge of foreign trade and economic cooperation, e-commerce enterprises, logistics companies and customs brokers. The thesis proposes several suggestions to the customs to strengthen cross-border e-commerce regulation: promotion of risk management, strengthening level-to-level administration, strengthening the supervision of the advance registration and afterwards audit, establishment of a unified and standardized supervision service platform, simplifying the regulatory process operation, effectively improving the port customs clearance time, fostering industry associations and intermediary organizations, introducing a third party organization, strengthening industry self-discipline, strengthening real supervision, fighting smuggling and other violation behaviors, and improving customer satisfaction. |
