The Analysis Of The Pearl River Delta Economic Structure Upgrading Based On Environmental Management

Environment is the material basis and guarantee for the sustainable development of regional economy. The strategy of "green development" is conducive to the sound and fast development of regional economy. Since the reform and opening policy in 1970 s, the regional economic growth of the Pearl River Delta is a traditional development model which is based on the high resource consumption, high pollution, but low economic benefits, and which is at the expense of environment. The environmental pollution is becoming increasingly serious, and has become an important factor to restrict regional economic sustainable development. On the basis of environmental improvement to find the optimization scheme of regional economic structure has become the key issue to promote the stable and rapid development of regional economy.The paper is a foundation with multi-objective programming model and uses the method of theoretical and empirical combination to study the environmental management and economic development in the Pearl River Delta region. The adjustment of economic structure will be accompanied by the process of environmental governance. Therefore, the adjustment direction of economic structure is success or failure for the green development of regional economy. Impact of different economic structure on environmental pollution shows tremendous variations. Accordingly, the optimization of economic structure concerns the sustainability of economic development. So, it is necessary for a region to study the optimization of regional economic structure in Pearl River Delta Based on Environmental management, to a healthy development of the economy and the environment in the process of economic structural adjustment.In this paper, by analyzing the panel data of 2005-2014 years in the Pearl River Delta and based on relevant theories, the industrial structure, property right structure, urban and rural structure, open structure, technical structure and consumption structure are chosen as the decision variable,and to minimize the environmental pollution emissions and maximize the economic output are chosen as the objective function. build multi objective optimization model of regional economic structure upgrading based on environmental management, find the optimization and upgrading of regional economic structure under the environment management, and put forward four suggestions for the upgrade of economic structure based on environmental management.
