The production and Construction Corps Bole(Bortala) at China’s northwest border of Bortala Mongol Autonomous Prefecture, located in the western margin of the Junggar Basin in. The northern, Western were and Kazakhstan border, border line of 330, gurtu River on the west side of the arrival to the East, not only with the Tacheng connected, and Wusu city connected to and southwards boluokenu mountain. The geographical coordinates of longitude 79 degrees to 83 degrees 52 ’30 "41’ 07", latitude 44 degrees 21 ’34 "~ 45 degrees 14’ 45". In 315 km long, 125 km wide, the land area of 3983 square kilometers. The Corps five Division stationed in Bole City, Bole City is the capital city of the autonomous prefecture. The three division of the five Division of the Corps has a state of mountains, showing a high and low in the East, and a slightly sloping terrain. Both sides of the north and South Mountain, which is part of Baltar Valley, the East is such a geomorphic unit in Ebinur Lake basin. In the past few years, in the construction land is forest and farmland also grass ecological engineering Bole(Bortala) made more artificial vegetation, which had38.1% forest coverage rate, but also effectively improved the basis for its green ecological environment conditions. Due to the increase of population, the social economy is developing, the development of the Fifth Division, there is an urgent need for large areas of land, also need to protect the forest land, therefore,in this form, the five Division of the Corps of forest protection and utilization of the research, the following main results:(1) corps farming 5 division The Division of the land area of the total for 300810.59 hectares, which forest area for 36039.59 hectares, covering a total land area of the proportion of 11.98%; non forest land area of 264771 hectares, reach the proportion of the total land area was 88.02%. Five Division of forest area, forest 5361.04 Hm,2 woodland 1648.81 Hm2, shrub land 25856.59 Hm2, woodland 2499.28 Hm,2nursery 6.16 Hm2, stumpage forests 130.23 hm2 should woodland 537.48 Hm2, accounted for the division of the total forest area 14.88% and 4.57%, 71.75%, 6.93%, 0.02% and 0.36% and 1.49%, respectively. The right of use of forest land is owned by the state.(2) forest area has the potential for expansion is the bole(Bortala) of forest protection and utilization of the characteristics of; have a relatively small percentage of forest land area; have a large proportion of the area is non forest afforestation, which have a higher space can increase the rate of greening trees; a reasonable proportion of the ecological public welfare forest; large space, obvious benefits, development space is land characteristics of forest engineering construction; the potential for the development of forestry industry. The proportion of woodland area decreased, the proportion was only 14.88%. The proportion of shrub land is 71.74%, and the total forest land productivity is still in low efficiency, the productivity of forest land, forest quality improvement still has a large space, that is to raise, low yield, poor ecological engineering planning, the project is lack of funds, lack of scientific and technological support, the existing scientific and technological achievements reserves and transformation.(3) according to the five Division of the Corps, the climate and other natural environment conditionsand the national and the Corps of laws and regulations and the overall development of social economy, the total area of the five Division of forest land in 2020 38183.92hm2. Among them, the ecological public welfare forest 232995.9hm2, commodity woodland 41072hm2. The area of forest land has been in a dynamic balance. By 2020, it should increase the forest area of 2482.37 hectares, 33700 hectares of forest reserves.(4) 2005-2020, the fifth division of the existing public welfare forest 35081.19hm2, planning to reach35081.19hm2 in 2020. Among them, there are 19660.04 hectares of public land belonging to the national level, and the status quo of the public welfare forest will not change in 2020, is still 15421.15 hectares.
