A Study Of Development Strategy Of The Construction Engineering Group Of XPCC Based On The Construction Of Silk Road Economic Belt

On September 7, 2013, the general secretary of CPC Xi Jinping visited Kazakhstan and made a speech in Nazarbayev University.In his speech,Xi raised the initiative of jointly building the Silk Road Economic Belt,using innovative cooperation model, and promoting policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds as the foundation, and gradually forming a large regional cooperation development pattern.The central government pointed out at the second symposium of Xinjiang issues that Xinjiang should be a core area on the Silk Road Economic Belt. At the 7th session of the Eighth Party Committee(enlarged) of Xinjiang Uyghur Autonomous Region and the 13 th session of the Sixth Party Committee(enlarged) of XPCC, it clearly that we should comprehensively promote opening up, strive to build Xinjiang as a core area on the Silk Road Economic Belt, and Xinjiang should be effectively as the main force and vanguard for the fulfill of the Silk Road Economic Belt initiative.The Construction Engineering Group of XPCC ?s predecessor was established in 1953,which was restructured of formation to be a state-owned enterprise group under the Construction Engineering Division of XPCC. At present, the Group consists of 14 subsidiaries, a listed company(Beixin road & bridge corporation),owns the qualifications of industrial and civil buildings, highways, railways, water utilities, municipal engineering construction general contracting. Since specification reorganization in 2004, the Group based in Xinjiang and expand overseas market, trying to strengthen housing construction, roads, railways, water utilities, real estate development areas, to create an international Construction Group. The output value of the Group was than 20 million yuan in 2004,and was increased to more than 21.07 billion yuan in 2013, with an average annual growth rate of more than 20%, led to the construction industry development of XPCC. The Group was contracted to build nearly 40 projects in 12 foreign countries,such as Pakistan, Angola and so on, covered 16 provinces of the domestic construction market nearly including Hunan, Gansu, Chongqing and etc. The Group has successively been awarded the state-level and province-level high-quality project prizes nearly one hundred times,such as Lu Ban prize,Zhan Tianyou prize, etc. The Group was named the world’s largest 225 international contractors list consecutively for Nine by the US Engineering News Record(ENR) magazine, the latest was ranked the 138 th. The Group was ranked China ’s foreign contracted projects AAA grade credit enterprise, national advanced collective business enterprise, excellent construction enterprise, civilized demonstration unit of Xinjing autonomous region,34 th of China’s construction industry competitiveness one hundred enterprises in 2011.The Group is a comprehensive multi-business,covering the areas of investment, construction, real estate development, research design, building materials industry, commerce and logistics,being the largest construction company of Xinjiang and one of the main forces of roads and bridges, building construction, railway, water conservancy and hydropower project construction in the west of China.In the new era marked by the accelerating of globalization and increasingly fierce competition for international markets and resources, based on China’s opening of the new layout and to create new strategies under the "Silk Road Economic Belt", the paper summarizes the development historical experience of the Construction Engineering Group of XPCC, aims to study the key development direction and goals of the Construction Engineering Group of XPCC in the strategic context of the Silk Road economic belt.The paper analysis the opportunities and challenges,the advantages and weaknesses of the Construction Engineering Group of XPCC,discusses the development directions and realizing approaches,makes suggestions to be bigger and stronger by the support of the Silk Road economic belt initiative.With the growing and development of The Construction Engineering Group of XPCC, it will play a more important role in integrating the economy of XPCC into the globalization, transferring the production capacity and excess labor capacity, adjusting the industrial structure, playing the comparative advantage, absorbing the advanced technology and breaking the trade barriers.
