| Since the state council making the approval for the establishment of economic and technological development zone in coastal open city in 1984, our country has set up 218 state-level economic and technological development zones until the end of 2014. With the rapid development for almost 30 years, the state-level economic and technological development zone has become the "engine" of economic development in China and the "pillar" of opening to the outside world.But with many problems occurred by the gradual expansion of the range of the national level economic and technological zone, the gradual diversification of function, the expansion of economic aggregate, the elimination of special policies, the depletion of the land resources development, the setbacks of systems and mechanisms, and the insufficient of development space, ect., further development of the state-level development zone has been restricted severely. And the problems of the management system has become the urgency.According to the approval of the state council made in November, 2010, Changshou ETDZ has upgraded as a state-level ETDZ, which is integrated with Changshou chemical industrial park and Chongqing Yanjia industrial park. Changshou ETDZ,as a young state-level one, meet a golden period of development. However, along with the rapid economical development, management system become incompatible with economical development due to the reform lag,such as the administrative inefficiency, nonfluency of communication and coordination mechanism,less functional service business and imperfection of talent mechanism,etc.,which to some extent hinder further development for Changshou ETDZ.To solve above problems, instructed whole of government theory, entrepreneurial government and governments management theory and based on literature analysis, investigation and comparative research and other research methods, the following article focuses on the reason-analysis of problems existing in the management system in Changshou ETDZ, and puts forward some specific reformative suggestions.The first part of the article is introduction, which mainly elaborates the research background, significance and literature review of the development zone management system at home and abroad, defines the relevant concepts, and generalizes the basic framework and the research mentality for the paper. The second part introduces the theoretical principle of the whole of government theory, entrepreneurial government theory and government management theory and discusses specific ideas of management system reform of Changshou ETDZ based on these above theories. The third part makes a descriptive analysis for the management system of Changshou ETDZ, which reveals those problems of itself. Besides, it gives some deeply analysis for reasons that caused those problems. The fourth part makes analysis for the management system of some representative development zones at home and abroad, which means to provides some experience for the management system reform of Changshou ETDZ. The fifth part put forward some reformative and innovative suggestions for Changshou ETDZ management system, by learning advanced management system in development zone at home and abroad and combining with theoretical analysis and actual condition. The sixth part describes the conclusion, insufficiency and the subsequent research direction based on above researches. |
