State-level Economic And Technology Development Zone (ETDZ) Management Transition And Reform's Advice

China government initiated its special economic zones experiment in Shenzhen, Zhuhai, Shantou, Xiamen in 1979, characterized by"regional expert oriented economy base on market regulation". Now, we all consider it was the outset of the grand reformation and opening revolution. Since in Sep. 1984, the first state-level economic and technology development zone(ETDZ) established in Dalian, totally 54 such zone have grown up in China. With the coastal cities, coastal regions, midland cites and towns have opened to outside world, China have becoming a economic giant in the world.ETDZ is the windows of China's reform and opening, the demonstration region of systematic reform and innovation of governmental mechanism, and will advance with the time and circumstance. It is and will always be the pioneer of the reform and opening. Today, the integration of global economy is progressing, China is aiming the target of comfortable level of living, under this background, China government take the Promote Coordinated Development of Different Regions as basic strategy, and modified the development targets, principles and policies of ETDZ, so, ETDZ authority must implement reform and transition accordingly. The thesis focuses on how the ETDZ shall transit to new developing pattern.The article inclues four parts.First part is about the background of ETDZs'birth, growing and status quo. The introduction include the position and role of ETDZs in China, the historic achievements and the challenges they are facing now.Part two, analyze the necessity and feasibility of ETDZ's transition and reform. With the new target of state-level development zone, the new stage of ETDZ's development, and the current situation of domestic and oversea economy and social development, the transition become indispensible and inevitable. We take the Changchun ETDZ as a successful transition example, elaborate the necessity and feasibility of ETDZ's transition and reformation.In third parts, elaborate the ETDZ's developing tendency and the counter measure, it's the highlight of the thesis. 1.
