Research On The Strategy And Countermeasure Of Li He Zhen Wanzhou Economic Development

It has been 30 years since China implemented reforming and opening policy, economic system and structure reformation has gone into deep water in all aspects. As the basis and fundamental of administrative organisations, township governments today share the understanding that local economy development is an important part of government affairs. Although the economy development for most of the districts has made some progress in certain extent, it is also quite common for a township economy system to encounter difficulties or even bottleneck. As a consequence, subjects about locating bottleneck breakthrough point, setting developing direction, optimizing industries structure and making visionary developing strategy for township economy have become very hot research area for local governments. This paper proposed several economy development strategies and corresponding implementation strategies for Lihe Town based on years of observation of its local economy development status and history. Hopefully, this paper can contribute to provide economy theoretical reference for Lihe Town or any other towns that share similar development challenges.In particular, based on township scale economy theory, the author analysed the economy development current condition, industries structure and infrastructure, development environment including humanistic environment, geographical environment of Wanzhou district Lihe Town in depth and details. By applying SWOT diagnosing methodology to study advantages, disadvantages, opportunities and possible threatens faced by Lihe Town, the author proposed to combine SO strategy and WO strategy and form a new mixed economy development strategy customized for local conditions. Based on data analysis of Lihe Town industries structure and environment, the author proposed to build local food industry as local pillar industry, which in turn leads to build eco-industry town in the future as the guiding direction of whole economy development plan. The grooming of food industrial chain and the associated town planning will also be discussed. For the growth of Lihe Town economy and local economy in both scale and quality, the author also discussed about different development strategy for local governments in terms of industry, agricultural and third industry, attracting investment of foreign capital and business, building serving type government, strengthening local infrastructure, optimizing market-oriented economy system, developing market competency and accelerating growth using Internet opportunities.
