Energy, as the strategic power of economic development, holds the lifeline of a country’s development. With the continuous development of human society, the dependence on energy is increasing day by day, and the shortage of traditional energy supply is becoming more and more obvious. Under the dual pressure of the severe energy situation and human ecological environment, countries around the world have invested large amount of manpower, material resources to carry out of the new energy development and utilization, take the solar energy, nuclear power, wind power as the representative of the emerging energy have a greater degree of development, energy structure also appeared in the new changes. In the new energy strategy of our country, the solar energy plays an important role. In recent years, with the rapid development of China’s solar power technology, solar power project investment has become a hot spot in the energy investment. However, due to the existence of uncertainty, making the current stage of investment is still faced with a variety of risks. If it is not timely control and prevention, there will limit the healthy development of solar power generation. So it is very important to construct a set of risk assessment system suitable for China’s solar power generation project.In this context, based on the analysis of project investment risk ecision-making theory, this paper summarizes the related theory and methods of risk management, and then gives the definition, process and characteristics of project risks and risk management. Combined with the actual characteristics and influencing factors, it analyses of the current situation of China’s solar power industry development. Through analyzing and confirming the construction principle of the index system of the solar investment project, according to the phase of project investment and combined with practical characteristics and influencing factors of solar power projects, the key risks of the solar investment project are identified, and a perfect index system of risk evaluation for solar power generation projects is established. Then, by analyzing the advantages, disadvantages and scope of application of the level method and fuzzy evaluation method, it concludes the multi-level fuzzy evaluation method that applies to the solar investment projects of, and gives the model construction of the detailed steps. Finally, combined with the actual project case in verify the effectiveness of the analysis model and the evaluation method, obtains the actual project risk assessment level, and according to the actual key risk factors, given solar investment projects of the response and prevention measures.In theory, this paper’s results are useful for the research in the field of solar power risk investment. In practice, it provide a good reference for the marketing of solar power project risk management in our country, which is better to supplement and improve the risk evaluation theory system.
