At present, in the separation of plant and network, and under power generation enterprises independent operators the climatic background, large-scale thermal power plants become gradually market-oriented and standardized operation, and its continued to dig potential of intrinsic motivation. Pay attention to the specification control and production effect, in order to achieve environmental protection to reduce consumption, lower cost to the greatest extent. In the human resources development, performance management show basic characteristics of significant, a central part of the human resources management connotation is incentive, and the assessment is to motivate managers and employees work enthusiasm. Only accurate assessment, can promote staff initiative, pertinence and maneuverability. The role employees played, depending on the enterprise performance management of staff science fair and appropriate incentives, only in this way it can really reach the effect of performance management.This paper begins with the introduction of the background and the significance of the implementation of employee performance evaluation, and through the study of domestic and foreign performance appraisal management, the paper puts forward the research ideas of this paper. Secondly, this paper expounds the knowledge and the summary of the performance appraisal and performance appraisal management, and puts forward the important significance of the performance evaluation for enterprises. In this paper, the performance evaluation theory and the characteristics of the operating personnel, divided into basic performance evaluation index and significant performance assessment indicators. Based on fuzzy comprehensive evaluation and analytic hierarchy process, a comprehensive evaluation model for the performance evaluation of Tianjin National Electric Power Co., Ltd is established, which can effectively solve the problem of the scientific nature of the index and weight of the employee performance evaluation in Tianjin. The evaluation index of the performance management of the Thermo Electron Corporation in Tianjin Binhai as an example verifies the effectiveness of the selected method. It shows that the model is practical and valuable to other similar thermoelectric enterprise performance evaluation problems. At the end of the paper, the Jin measures of performance management of Coastal Thermal Power Co., Ltd., thought to unify their thinking, pay attention to publicity, strengthen training; organization should pay attention to combine with the strategic objectives, quantitative index system; system to improve the supervision mechanism, make full use of performance appraisal results.
