SXWJ is state-owned holding company which has restructured completely by Shaanxi Province fifth building engineering company. With the development of construction industry, the construction technology and management level of SXWJ has achieved rapid increase. Because of the competition of the construction industry is very fiercely. The original performance management system has not adapted to the company development, and the current enterprise management capabilities can’t meet the project management needs. Besides, the foundation of employee performance management is very poor of SXWJ, which makes it difficult to improve significantly. In order to make SXWJ have an advantage in Shaanxi Province and northwest construction market and improve the employee motivation constantly. This paper tries to explore the establishment of performance excellence management model and improve the existing performance evaluation system in SXWJ, which to enhance company competition ability and excavate the potential of the company human resources. Performance excellence management model is an effective method for enterprise to improve its core competitiveness, and is generally used to be successful companies in the world, provide evaluation criteria for other enterprise’s excellent performance, it is an effective management mode to promote the enterprises to pursue performance excellence. In recent years, SXWJ company launched the "national quality prize" review, actively promote the advanced management concept, In response to the stimulate competition of the market, obtaining continued success,the company will implement the performance excellence management model, which to improve the company management level and competitiveness.First of all, on account of the company’s performance management present situation, the performance management problem is obtained. Then, combining the performance excellence mode at home and abroad, on the basis of the development of the company strategic planning,SXWJ’s outstanding performance is extracted. And, the feasibility and necessity of implementing performance excellence model is analyzed.Then the existing performance appraisal system of the company can be improved. By using the method of AHP and entropy method, the weight of the improved performance evaluation index can be calculated. It aimed at to enterprise the performance management level and to achieve excellence.
