Research On The Problems And Countermeasures Of The Integration Of Urban And Rural Development In Yanbian Area

Since the third Plenary Session of the 11th CPC Central Committee, China’s economic development has made remarkable achievements, in order to achieve the great rejuvenation of the Chinese dream has laid a solid foundation. But urban and rural by long-standing economic, concepts, physical impact of various reasons, due to, the development gap greatly, the typical binary structure, unbalanced development between urban and rural areas has become a stumbling block of the sustained and healthy development of national economy. Therefore, to realize the integration of urban and rural development, and promote the integration of urban and rural areas, and common prosperity, in order to fundamentally solve the "three rural" problem, and then achieve the goal of building a moderately prosperous society in an all-round way.Realizing the integration of urban and rural development is the application and development of Marx and Engels’s theory of urban and rural integration in China, and is the only way to realize modernization in China. In order to solve the contradiction between the urban and rural development, our party in the 16th National Congress of the proposed strategy of balancing urban and rural development, the whole Party and the people asked to stand in the overall situation of national economic and social development of the height to study and solve the "three rural" problems, change the traditional "heavy city light township", "heavy light farmers", urban-rural divide and conquer "ideas and practices.For the Yanbian region, the integration of urban and rural development is a complex social and economic process. Since the reform and opening up, Yanbian has actively implemented "urban and rural" and "integration of urban and rural development" as well as the development strategy of "integration of urban and rural development", and the development of urban and rural areas has made great achievements. But because of long-standing dual economic structure, in the process of promoting the urban and rural development, will appear some problems, we need to seriously study and put forward countermeasures and suggestions to solve these problems. Specifically, these countermeasures and suggestions include:first to promote the equalization of urban and rural public services. Urban and rural infrastructure construction; increase the support to rural education, to narrow the gap between urban and rural areas; promote the equalization of urban and rural medical and health services; promote urban and rural social security system reform, etc.. Second, gradually narrowing the income gap between urban and rural. Promote the industrialization of agriculture; to establish the minimum living security system of rural residents; to expand the employment of farmers; to improve the distribution system. Third, and constantly improve the development of urbanization. Scientific planning, to co-ordinate the concept of urbanization; to support the industrialization of urbanization; the characteristics of cultural integration into the urbanization; to promote urbanization and other market instruments.
