China is a country with a large population, because of this, the land resources are relatively shortage. With the rapid development of economy and society, the land resources are increasingly scarce, there are great contradictions and problems between the two. How to break through the bottleneck of land restriction, to make the limited land resources produce the biggest economic and social benefits, is the topic that party committees and governments at all levels must face.This paper takes District B of City A in Jiangsu Province as the study area, based on the location theory, land rent and land price theory, system theory and sustainable use theory, describes the development status and characteristics of the three major industries in the area. In view of the current widespread land idle, inefficient use, low industrial level and irrational structure, our paper tries to analyze on the land resource allocation, industrial agglomeration, economic development and other aspects of the District B, City A, especially through the anatomical analysis of land use and economic development of the main area of regional economic development---high and new technology development zone. We hope to promote the efficient use or reuse of land resources, with the method of "source control, supervision after the use of land, activate the inefficiency use of land", to realize the rational allocation of land resources and to solve the problem of "tight amount of land use, difficult to return and increase". In order to promote the economic development of District B, City A, we propose some suggestions, including increasing the utilization efficiency of new construction land, excavating the potential of existing construction land, improving the land resource conservation and intensive management mechanism, promoting the transformation of land supply, etc.. So we can realize the goal of land use, which is "savings to improve, intensives to transformation, both to upgrade", and finally realize the adjustment of industrial structure and economic transformation and upgrading.
