Coal resource-based county is dependent on the construction or thriving of the coal resources. Coal resource-based county-level economy will inevitably shows certain regularity with the periodicity of the of coal resources exploitation, which has a life cycle of immature, growing, mature and declining.Shanxi Province is one of the largest provinces that are rich in coal resources. According to the new assessment methods of county-level economy issued by Shanxi Province in 2013, there are 22 counties (cities) rich in coal resources among the 96 counties. The study of the transformation of coal resource-based county-level economy which is still at the stage of growing and maturity will be of great significance in helping to avoid or mitigate the economic recessions, ecological destruction or unemployment which occur during the process of resources exploitation, to the transformation development of Shanxi Province as a whole and to build a moderately prosperous society to achieve the "China dream" of great rejuvenation.The paper is divided into six chapters. Chapter One is the introduction, which mainly introduces the background, targets and current situation of the transformation of coal resource-based county-level economy, and provides the concept and characteristics of coal resource-based county. The innovation of the present study is also offered at the end of this chapter. Chapter Two deal with the theoretical foundation of the development of the transformation of coal resource-based county-level economy, namely, the resource curse hypothesis, lock of professional forming and the life cycle theory. Chapter Three is the analysis of the macro-environment for transformation. By adopting the shift-share method, Chapter Four makes an analysis of the industrial structure of the 22 counties which are rich in coal resources on the basis of GDP and current situation of tertiary industries and draws the conclusion that there is a serious imbalance of the development of the three industries. Chapter Five is the analysis of transformation dynamics and modes of coal resources and Chapter Six is suggestions for transformation of coal resource-based county-level economy.
