Views of the Central Government to further deepen the reform of state-owned enterprises speed up the reform of state-owned enterprises and the power system. With the deepening of the reform, it is urgent to set up a performance management system adapting to modern companies in power-supply enterprises. As an important method to promote enterprise reform, deepening the application of performance management system is to gradually and practically solve difficulties and problems existing in power companies, further enhance the effects of PMS on enterprise management, and finally achieve the performance management and operating mechanism adapting to "a strong three-excellent" modern companies.This paper introduces the emergence of performance management, domestic and international development status, related concepts, performance management methods and the significance of performance management in enterprises. The paper takes Guyuan Electric Company, which is under the charge of Ningxia Electric Power, as the research object, analyses in depth the actual management status, problems and weaknesses in the application of performance management system, and systematically comes forward a new system framework to improve the original one; the new system framework includes organizing system, index system, evaluation system, and application of the results system The author also promotes that a performance management committee and sub-offices for performances management should be set up to improve the organization system, and responsibilities of the persons in charge of sub-offices should be enhanced. The thesis designs an index system, integrated from target management, key performance index and overall evaluation, focusing on the performance index system mainly containing target-task system and work bonus points system. It finally combines a calculating method based upon organization performance and staff performance, and feedback and evaluation from monthly performance meeting, performance board system and performance interview system, to improve the traditional way that bases salary distribution only on the performance results, expand the influence of performance results on post adjustment, promotion, training opportunities and staffs career planning, and boost the enterprise management level, development of both the company and staff by deepening the application of performance management.
