| Poor medical service in rural area is an urgent problem to be solved by China government. Because of the unique economical system of China, the dualistic economy makes huge difference between city and countryside in all aspects, particularly in medical welfare. The economic foundation and medical resources of city guarantee the best medical insurance for urban residents, which the rural residents can’t get. It is a big deal with the external conditions of countryside. Without the efficient organization and policy, rural residents have to pay by themselves. However, more and more rural residents have to give up treatment because of high cost. Such phenomenon is extremely disproportionate with the overall economic development. Therefore, government needs to pay more attention to solve this problem. In 2002, China implemented a new rural cooperative medical system, which got much support from all over the country. The effect of the implementation in different regions shows that the new system alleviated the economic pressure for rural residents, and that it enhanced the health of rural residents in China. But there are still many problems in the implementation process. One of the most noteworthy problems is the sustainability, and the key to sustainability is the willingness of rural residents, which is the focus of this paper.Taking Pingdingshan as an example, this paper has carried on the related investigations and researches. Through the basic analysis on the rural residents’ willingness to participate the new rural cooperative medical system, that policy has achieved fairly good results. The participation rate has reached 96.3%. A lot of rural residents in different regions support this policy and are positive to the join in it. Despite taking many achievements, there still exist several problems, such as high insurance premiums, taking expense on medicine by rural residents themselves,the unequal distribution of medical institutions. In a certain extent, those problems weakened enthusiasm of the rural residents to participate in the new rural cooperative medical system. In order to further inquiry factors thataffect the rural residents to participate in the new rural cooperative medical system, this paper makes a questionnaire in the area of rural residents, and use logistic model to analyze the mathematical and the operation of the model.Through the analysis, results show that gender, family finances, newspaper sales are willingness are related to the babivor of joiningthe sysytem. On this basis, combined with the problems found in the above, five suggestions are supposed in the new rural cooperative medical system of Pingdingshan, such as, increasing the propaganda, expanding benefited range, increasing the income of farmers, resolving to advance their own and reasonable institutional arrangement. Finally, this paper gives a summary of the full text, and further puts forward the deficiencies and shortcomings in this research, in order to be solved in the later study. |
