The capitalization of the circulation of agricultural land has two meanings. The first meaning refers that the farmers strip the land-use right from the land-contract right, then capitalize it. It can be transferred to other farmers or economic organizations through the specific transfer mode, such as Land Leasehold, Land Shares. And the farmers can get the corresponding income, such as rent, dividend. The second meaning refers that the land-use right can be traded in the land market and be determined its value by the choice of the market. This can make it be from the warrants to a form of value and from a form of right to a form of capital. In recent years, the work of new urbanization carrys out in all parts of the country like a raging fire.In 2016 at the fourth session of the Twelfth National People’s Congress, Premier Li Keqiang put forward in the Government Work Report, "Urbanization is the only way to modernization, is China’s largest domestic demand potential and the energy of development." With the rural population moving to cities and towns, and engaged in non-agricultural production activities, there will be a lot of free land resources from the population in the migration. How can we integrate and handle these agricultural land resources? How can we improve the economic efficiency of agriculture in China through the modernization of agricultural production technology and share the proceeds with the rural groups with the using of these agricultural land resources? This will become an urgent problem to be solved. The capitalization of rural land circulation is the key to solve this problem. A large number of rural land is in integrated through the capitalization of rural land circulation. We can reform these land with moderate scale management, regional distribution, standardized production and socialized services through the modernization of agricultural production technology. While the people who transfer into land improve the efficiency of agricultural production and get production benefit, the people who transfer out land also get a piece of cake so that they can live better in the new town and new city.Starting from the basic function of the capitalization of the rural land transfer to the new urbanization, this paper puts forward the possible factors that affect the willingness of farmers to transfer the rural land circulation through the domestic and foreign literature review. At first, these factors are demonstrated in theory one by one. Second, it does some interview questionnaire survey in three county of Anhui Province (Tongling County of Tongling City, Feixi County of Hefei City, Hanshan County of Maanshan) of 7 rural 278 households. Then it finished and extracted nearly three thousand data and carries out an empirical analysis. In the empirical analysis, it improved the empirical analysis method of domestic related research and obtained a significant empirical result by the combination of principal component factor analysis and logistic analysis. Finally on the basis of theoretical model and empirical analysis,it puts forward some corresponding policy suggestions aimed at providing help for the work of the capitalization of rural land circulation at the current stage of Anhui Province.
