With the trend of economic globalization and integration of development, human resources become the most important and most precious resource elements; Create competitive human resource management model to promote the coordinated development of enterprises and employees has become an important topic of enterprise management. So, how to plan employees’ career path, how to guide and improve the qualifications of staff capacity, how to achieve the common development of enterprises and employees, has become an important issue facing enterprises.Starting from the concept and system theory, this paper expounds the present situation and problems of Sany Group’s post qualification management;for example,the structural imbalance in human resources, the training effect is not obvious, the compensation system lack incentive, performance management focus on assessment of ignoring the development of staff. Subsequently, this paper analyzes the reasons of these problems: lack of a set of system services qualification management system,leading to staff can not see clear career direction, work performance is low, their willingness to participate in the training and development is not strong.In view of the existing problems, this paper puts forward the operational plan from the aspects of the establishment of the qualification channel, the standard and the grade of the qualification, the process and the standard of the qualification authentication;Then this article points out that the successful implementation of the management system,the need for recruitment and appointment, training and development, as well as the pay performance system as a guarantee.In the implementation of the qualification management system, we expect the Sany Group will obtain a good application effect,such as human resources get optimal allocation, employee learning and development initiative to enhance, the salary system more reasonable, organizational performance get promotion.From this paper, we can be more in-depth understanding of qualification management system, able to master a set of standardized processes and systematic approach to the design of the qualification system, especially for Sany Group to establish and improve their qualification management system, improve human resource management level, has a very important practical significance. In addition, ifother companies ready to establish qualification system, this paper has great reference value.
