The most critical period of Fisheries development in Hubei province was from Ming dynasty, and it was the period that fisheries management system being gradually established and better. Riverbed was the corn mechanism to implement of Fisheries system. Vast quality lake was the natural resource advantage in fishery economic development in Hubei. At the same time, it was the direct factor which makes fisheries recession and collapse of the fishery system in the middle and the late Ming dynasty. The first part of this essay will point that the most major lakes in Hubei has a declining trend in the late Ming dynasty to early Qing dynasty. So it paved the way for a lot of Riverbed abolition later. Fishery economic development in Hubei province was the premise in the implementation of the fishery system in early Ming dynasty to the Qing dynasty, fishery production and processing technologies have matured in Hubei province. Whether it was fishing or processing techniques can be a leader, which promoted the prosperity trade of fish products. And it become an important source of central government revenues. Riverbed has existed since the Yuan dynasty. In Ming dynasty, for military and economic purposes, the court continues to use this system throughout for the country and set a large number of riverbed especially in Hubei province. And it built a complete system in the government offices building and the selection of officials. Its main function was to collect the fish tribute and manage the fishermen. Ant the first time, Riverbed fully played its functions. The fish taxation is forefront in Hubei province. However, in the middle and the late Ming dynasty, the disadvantages of collecting of collecting fish tribute present. As a result, a large number of fish farmers mainly engaged in agriculture for live. In the early Qing dynasty, as a rapid population growth, the court also encouraged the development of agriculture. Through decades of rescue in the late of Kangxi and in the early of Yongzheng, the lakes get recovery and development. But in the early of Qianlong, Jianghan Plain had been excessive cultivated. Changing the lakes to cultivated land had become a mainstream trend. A large number of fishermen abandoned fisheries to agriculture, which aggravated silted lake. Riverbed thereby has no meaning to exist. In the late Qing dynasty, Riverbed in Hubei had remained largely abolished, even abolished exhausted in some areas. After the abolition of the Riverbed, the management of fishing household registration confused, which accelerated the process of privatization of state-owned waters of the lake. And its abolition was also an important symbol of the economic decline of Hubei fisheries in the late Ming dynasty.
