Research On Perfection Of Small And Medium-Sized Enterprises Credit Guarantee System In Our Country

After the 18th CPC National Congress, along with our country’s slow economic growth,domestic macroeconomic has gone into the new normalcy. Small and medium-sized enterprises of our country has entered the period of throes.Under this circumstances,the problems of less financing channels, more financing difficulties for small and medium-sized enterprises are more and more obvious.This problem is also the diseaseofthe healthy development ofour country economy.By using the experience of Europe and the United States and other developed countries,good credit guarantee system is the way to solve the problem of financing difficulties for small and medium-sized enterprises.Guarantee system construction in China started relatively late, though,it played a positive role to the healthy development of the small and medium-sized enterprises in our country.Butduring the establishment and development for more than 20 yearsof credit guarantee system in our country,the credit guarantee system in our country has also exposed some problems to be solved.This paper uses part of the relevant principle of economics,such as informationasymmetrytheory,Moral hazard and adverse selection theory,Credit financing transaction cost theory and Credit evaluation and signaling theory of guarantee.Based on thesetheories,we did a in-depth analysis of credit guarantee.At the same time, based on the contrastive analysis of the credit guarantee system of developed countries,drawing on the successful experience,combining Our Actual Condition,get the conclusion that suitable to our country actual situation,and to guide the direction for our country small and medium-sized enterprises credit guarantee system.This paper consists of five parts:Part 1:introduction.Mainly elaborated in this paper, the background, purpose and significance of topics, and to introduce the research status and research methods at home and abroad.Part 2:The theoretical basis of small and medium-sized enterprises credit guarantee system.From the perspective of economic theory,to discusses the reasons and necessity of the existence of credit guarantee.And by establishing a simple and easy credit equilibrium model,to show how the credit guarantee have the effect of increasing credit support for small and medium-sized enterprises.Part 3:Situation analysisof our country small and medium-sized enterprises credit guarantee system development.Introduced the architecture of the advanced security system in our country and To analysis83 members’operatingdataofthe Chinese association of financing assurance guarantees in the first half of 2015,at last discusses the present problems which the credit guarantee system have in our country.Part 4:The international experiences and Revelations of the small and medium-sized enterprises credit guarantee system.To introduce the guarantee system of Germany, the United States and Japan.Part 5:Suggestionto perfect our guarantee system.By using the experience of developed countries,this paper suggest to build the policy guarantee and commercial guarantee complementary credit guarantee system.Regulation of government departments should to bestrengthened.With perfect credit system and laws and regulations,make sure of a further perfect credit guarantee system.
