The Study Of Chinese Labour Mobility And Industrial Structure Change

At present stage, China’s economic structure is transferring from the"231" pattern to "321 "pattern, which means that the first industry scale is reducing gradually, the second industry growth has slow down and the third industry is developing rapidly, so industrial structure is in the middle of great adjustment. As an important part of economic activities, labour resource is becoming more and more important, shifting among the industrial structure and different regions. Researches has proved that labour mobility plays an important role in the industrial structure change, so it is necessary to study the relationship between the industry change and labour mobility and redistribute labor resources among industries and regions.This article is to find out the interaction between labor flow and the industrial structure change. According to related theories of industrial structure adjustment and labour mobility and the 2000-2000 statistical data, this article carries on a comprehensive and objective analysis of current situation of labour mobility and industrial structure in China. The research object involves 31 provinces’s population, industrial structure, the index of industry upgrade level, the labor mobility is mainly refers to the transfer across the province and the indutrial structure is mainly refers to the second and third industry output value in the gross domestic product (GDP).The results are as follows, first of all, the third industry has developed rapidly in our country at present stage and the second indusry still plays a key role despite its growth has slowed down; Secondly, the labor flows in a larger scale and pesonnel quality is generally high, those who accept higher education tend to move to the regions that have a advanced industry; Finally, in terms of the interaction of industrial structure and labour flow, industrial structure could promote the labor mobility, as the improvement of industrial structure level, some traditional developed areas’ industrial structure and labor structure tends to be stable,while the third industry of these areas still need to be improved, at the same time, some provinces in midwest area’s secondary industry push out a certain amount of labor due to the upgrading of labor productivity,those people return to the agricultural sector where they have come from;labor mobility also effect the development process of industrial structure, mass labor transfer to the eastern developed areas, its’scale effect gradually decreases, and level effect is become more and more significant, at the same time, labor mobility’s inertia and low quality lead to that some provinces labor force tend to be saturated and some provinces have high-quality labor lost problem which caused a blockage of high-level regional industry process and the overall economic development of our country has slowed.
