Research On The Project Quality Control Of MuLing City GFMIS

As one of the most active technical factors in modern productive forces, Communication Technology has experienced a rapid development in the past one hundred years in a revolutionary way. As the core of the whole telecom industry chain, the telecom operators are still the leading force of the industrial development. After the rapid development of the individual clients’ mobile communication and data services, the big customer special line access service has showed a tendency of increase. The clients like government agencies,institutions, large groups, small and medium-sized enterprise start to use mobile e-government, mobile office, production control, intelligent monitoring, public service,service marketing, wireless, mobile logistics scheduling, emergency communication and information business. Big customer special line access has become especially the major fixed-line digital business for the telecom operators.This paper takes MuLing City GFMIS project as the research object, focuses the quality control of the project. According to the theory of project management and project quality control theory, the paper analyzes the development of China mobile data special line business.With the background of the project, the paper explains the potential quality problems from the stage of beforehand, in the courts and afterwards and determines the quality control target of this project, comes up with the specific programs for the project quality control to solve the problems for the stage of beforehand, in the courts and afterwards. Finally, builds the quality control system of the project from three aspects including the institutional guarantee, the employment guarantee and the financial guarantee, explains the concrete measures respectively as well. The paper researches on China Mobile data access business from the view of project quality control, takes the specific case as the research object, which can enrich the connotation of the quality control theory.
