Currently,establishment of quality& efficiency-oriented enterprises has become the new normal for sustainable development of Dqing oilfield. As the key oil production unit of Daqing Oilfield,No.4 oil production unit should proactively tap the potential and increase efficiency,go all out to lift internal dynamics,and respond to difficulty and challenges. But traditional, backward non-lean operation method and management system is still adopted in terms of staff catering service of living support unit. In doing so,it leads not to conform with requirement of overall oilfield situation while it is unfavorable for its sound development. So,establishment of project-oriented management system of food distribution boasts realistic and theoretical significance for comprehensive quality,efficiency and sustainable development of No.4 oil production unit. In this way,it also provides 9,912 staff with safe,efficient and excellent catering service while addressing the management bottleneck. What is more,it will effectively save the rigid expenditure on the cost such as labor,procurement and fuel,etc.First,this paper analyzes the relevant basis and theory on the project-oriented management of food distribution; Second,it analyzes the management status of catering service for the staff of No.4 oil production unit,introduces the current development status, organizational management,facility and device assets,and dining cost management of catering service work, and points out the existing shortcoming like idle assets facilities, loss of personnel and equipment, potential concern of food safety, labor tension of work site and unreasonable layout and planning of service function areas. On the basis of fully analyzing the necessity of food distribution project-oriented management required for catering service of staff of No.4 oil production unit,project-oriented management system for food distribution of No.4 oil production unit is established. According to the project management flow,it unfolds layer by layer and normatively analyze regarding the four phases of project initiation, planning, implementation and closeout. In the phase of project initiation,research and design on the project management strategy,organizational body,management flow and operation platform is conducted. In the phase of project planning,research on the organization planning,analysis of work structure and progress planning is carried out. In the phase of project implementation,the research and analysis on the team building,risk management, cost control,quality control and finance management,is carried out. In the phase of project closeout,it studies the project inspection and acceptance,and post-project evaluation. Finally,it points out support measures for successful implementation of project-oriented management system of food distribution at No.4 oil production unit of Daqing Oilfield.
