Research On Land And Resources Management Problems In Urbanization Process

As everyone knows, the land is the essential factor of the development of urbanization, land and resources management departments as the actual management of national land resources, is the first hurdle to influence the development of urbanization. In some areas of land and resources management departments for immediate interests, ignoring the long-term interests of behavior, bring a lot of difficult problems to the development of regional urbanization, resulting in uneven economic development, public accumulation and so many adverse effects. In the new situation, how to strengthen the management of land resources, to eliminate chaos as even as the land and resources management departments, the development of urbanization has become a worry, land and resources management department urgent problem.This study takes Weihai Land and resources management departments as the research object, using the method of questionnaire investigation and interview, understand the process of urbanization in land and resources management problems, and the root causes of these problems were in-depth analysis, use of public goods, public policy, public finance theory, combined with the actual situation of Weihai Municipal Land and resources management, exploration and thinking to solve the process of urbanization of China soil resources management methods and measures. Including the assurance that forward-looking and long-term management of land resources, research at home and abroad in developed countries, land use planning study actively, avoid friction between the soil gauge and city planning, and actively explore the city "one" multi regulatory system; actively explore new ideas and land tax reform, land change ideas, explore the true value of land exploration of the reform, land revenue system, restricting the "land finance"; strengthen the government’s land reserves, development and management awareness, foster healthy development of land market, land reserve horizons to open, to look far, land development category should be fine, the direction of more investment, land management idea to live, potential to explore the resources through the object hierarchy to prevent the phenomenon of illegal land and resources management; from the source; in close contact with the masses, respect and implementation of land requisition hearing system.
