The Construction Plan Research On Pingxiang(China)-Dongdang(Vietnam) Cross-border Economic Cooperation Zone

Economic globalization and regional economic integration is becoming an important trend of the world economy. All the countries are actively exploring the method of cooperation innovation. As a new mode to promote the open border area, "Cross-border Economic Cooperation Zone" gradually becomes a strategic choice to balance the economic and social development of China’s east coast and southwest inland areas. Among them, building Pingxiang(China)-Dongdang (Vietnam) Cross-border Economic Cooperation Zone is an important idea.This paper takes the construction plan of Pingxiang(China)-Dongdang (Vietnam) Cross-border Economic Cooperation Zone as the research object. First of all, from the perspectives of geographical location, economic and trade, political foundation, transportation, and management cooperation, trade structure, Vietnam trade barriers, safety concerns, the construction of supporting facilities, this paper analyzes the advantages and disadvantages of constructing Pingxiang(China)-Dongdang (Vietnam) Cross-border Economic Cooperation Zone. Then, this paper analyzes several typical cases of cross-border economic cooperation both at home and abroad and points out their typical characteristics, in order to discuss experience for Pingxiang(China)-Dongdang (Vietnam) Cross-border Economic Cooperation Zone. Combining the above analysis and the actual situation of Pingxiang and Dongdang according to the investigation and research, this paper proposed the function orientation and basic train of thought, as well as industry planning like cross-border trade, import and export processing, international finance, modern logistics, cross-border tourism and supporting industries. This paper also analyzes the cooperative effect, such as trade creation and trade diversion effect, investment expansion effect, industrial concentration and scale economy effect, lower boundary shielding effect, radiation effect and experiment demonstration effect, etc. This paper also combines Pingxiang(China)-Dongdang (Vietnam) Cross-border Economic Cooperation Zone with China-Asian Free Trade Area, the " Silk Road Economic Belt and 21st Century Maritime Silk Road " Strategy and Nanning-Singapore Economic Corridor to outlook its development prospect. Finally, this paper proposes the policy measures on trade, finance, taxation, customs, market access, management mechanism as well as law and safety.
