Along with the degree of foreign tade increasing, foreign direct investment(FDI) increased yearly. As international capital, FDI injects capital and advanced technology, so it can promote economy together with the domestic capital, human capital. FDI technology spillover effects in different countries and regions have bigger difference, human capital play a key role in the numbers of factors. The purpose of this paper is to explore the spillover effects of FDI and provincial economy and difference in eastern,central and western regions.First, this article reviews overseas and domestic related theories of FDI technology spillover effects and absorption capacity of human capital and economic growth. Second, on the basis of literature review, this paperintroduces spatial econometric methods when considering spatial dependence may exist in the economic variables, measure Moran Index and Moran scatter plot of aggregate economic volume, human capital, FDI to find out the spatial features of the main variable by using provinces data from 2000 to 2013. Third, considering Spatial Durbin Model(SDM),this paper focuses on the role of human capital on FDI technology spillover effect through national, central, eastern and western areas data,combining spatial econometric model and simultaneous equation model to establish space panel simultaneous equation model by building a binary spatial weight matrix and economic space weight matrix.Main research conclusions are as follows: First, different estimated results exist in the same region by using binary weight matrix and economic space weight matrix respectively. Results using conomic space weight matrix is more reliable because it consider both geographic space and economic space. Second, FDI spatial spillover effect occurs in eastern and central area and the effect value is 0.068、-0.046. The spatial spillover effect is not significant in other areas. The main reason is that FDI technology effect and its intensity depend on the quality of human capital, while human capital level in the central and western areas is far behind the eastern area. Positive spatial spillover effect in economic growth has occurred across the country, and effect intensity is about 0.052. Fourth, regional economic development level play positive role on human capital accumulation because a high level of economic development attracts high-quality workforce.
