Chongqing is the forefront of China’s Western Development. Under the context, to study Chongqing agricultural export trade and, accordingly, to propose appropriate measures is of great significance. The study promote the city’s participation in the national Belt and Road Initiative to expand its cooperation with southeast Asian countries and regions on the one hand, and on the other hand it also can contribute to effectively resolve Chongqing’s "three rural" issues.After understanding and analysis of Chongqing’s agricultural production, processing status quo, and export situation, it is possible, through the relevant literature and reliable data, to reveal the main problems existing in Chongqing agricultural export trade, including the current constraints of agricultural exports. Then, to take Fuling Mustard as a case study to analysis its production, processing and export situation, Fuling Mustard’s comparative advantage and competitive advantage could be studied. Meanwhile, for the drawbacks recommendations and advices are provided. Finally, through comparing the overall and case study in Chongqing, and drawing on advanced foreign experience and policies on agricultural exports, the study clearly illustrates the current troubles and problems in Chongqing agricultural export trade, and at this point further suggestions are offered.The study found that the overall level of the Chongqing’s agricultural export trade lags behind, and the detail reasons are as follows. The first represents that the local natural and geographical conditions lead to unstable agricultural product quality and swinging yields, largely constraining agricultural exports. Secondly, the low level of industrialization of agriculture is reflected in small-scale agriculture and low standards, making it difficult to achieve market-oriented development. Besides, low agricultural processing rate cuts down products’added value. Thirdly, irrational agricultural export structure is embodied in low variety of products and market countries. Fourthly, low agricultural popularity, uncompetitive brand, coupled with a lack of appropriate policy guide, all make it difficult for agricultural products "going out". Fifthly, there is a shortage of support for agricultural exports. Chongqing is still in the exploratory and learning stages in agricultural international trading market, implying its insufficient export experience.Based on the above analysis the following recommendations are advised:Firstly, Chongqing should learn from the United States, France, and Australia since they all have successful agricultural export experience. Three countries built good government management systems, so that the three enjoy a long-term surplus in international agricultural trade. Secondly, according to specific situations in Chongqing, there are mainly seven suggestions:by improving the industry chain of processing trade to improve the position of Chongqing’s agriculture in the global context; by optimizing export structure to foster more competitive brands; with brand strategy to promote agricultural industrial upgrading; by using agricultural producing standardization and improving product quality and safety system to break foreign trade barriers; to improve fast clearance mechanism to open up the "green channel" for the export of agricultural products; and finally to strengthen the inspection and quarantine infrastructure to seize new opportunities and achieve new breakthrough, facilitating Chongqing’s economic transformation and upgrading.
