More, the article analyzes the effectiveness of Shanghai’s strategic emerging industry policy based on the fact that the policy has an important role in the development of strategic emerging industry. In the end, start with four aspects of financial support, preferential tax, intellectual property protection and government procurement, it establishes comprehensive evaluating research to calculate the degree of satisfaction of the policies.
