The development of strategic emerging industries is a way to promote scientific andtechnological progress and the country as a technological innovation, the transformation ofeconomic development mode, to accelerate the rapid development of science andtechnology to promote economic growth and sustainable development strategies. At themoment, our country is in economic restructuring, optimization and upgrading of industrialstructure strategic adjustment phase. This indicates that as China’s strategic emergingindustries will maintain a steady economic growth strategic choices, and how to support therapid development of high-quality strategic emerging industries since the financial crisis inour country to break the bottleneck, creating a green economy a top priority.With strategic and emerging as its characteristics, strategic emerging industry is also"holistic, long-term, leading, dynamic" and have some other features. And acted as the leadrole in guiding the overall economic and social driven. The rise of industry to be able tolead a group of related industries and products, promoting the chain has been associatedwith rapid industrial development has brought some economic benefits. For the emergenceof strategic emerging industries in general can be broadly attributed to two reasons:(1)economic crisis precipitate the new science and technology revolution.(2).Six scientificand technological breakthroughs. Strategic emerging industries is bound to comply with themain measure to guide industry standards and conditions: an outstanding contribution to theoverall national economy. Generally, the contribution of this guide industry is mainlyreflected in three aspects: profitability, ability to absorb employment, and the related impacton the efforts of other industries.The development of strategic emerging industries has thefollowing rules:(1) a "scientific discovery-technological inventions-industrialization" isthe basic way to growth and development of strategic emerging industries.(2)Internationalization has become an inevitable result of the development of strategicemerging industry.(3) Talent agglomeration general morphology and the development ofstrategic emerging industries law.4Policy acting as a guiding role.Industrial TechnologyInnovation Alliance is the development of strategic emerging industries effectiveorganizational form, high-tech zones as the main bearer of strategic new industries. China’sstrategic emerging industries lack of core technical support, the presence of "Made inChina" path dependence, and its commercialization strategy is to restrict the developmentof new industries bottlenecks, and our bodies can not adapt to the current system faster andbetter development of strategic new industries. In terms of financing system, many newindustries are small, light weight technology assets, resulting in a lack of mortgage assets,indirect financing channels blocked, and lack of angel investors, venture capital professional level is not high. In the aspect of supporting policy, approval system are notstandardized.Through the empirical analysis model network packet analysis and principalcomponent analysis, in accordance with the principle of selecting a target-oriented,comprehensive systematic, comparable principle objective practicality, principle ofrelativity of indicators were selected, and from empirical comprehensiveness, rationality,objectivity and data availability and other aspects into account, by region as a unit ofChina’s30provinces on the empirical analysis, the selected data is normalized, theprincipal component extraction, the regression model after grading efficiency, lowefficiency into R&D area, R&D efficiency in the area, R&D efficiency area. Inefficientareas include: Heilongjiang, Anhui, Jiangxi, Hebei, Inner Mongolia, Liaoning, Jilin, Hubei,Hunan, Guangxi, Henan, Qinghai, Gansu, Sichuan, Shaanxi, Xinjiang, Hainan andChongqing.Middle stage efficiency area include: Tianjin, Shandong, Shanxi, Zhejiang,Fujian, Guizhou, Yunnan.High efficiency areas include: Beijing, Shanghai, Jiangsu,Guangdong and Ningxia.For regression results obtained, respectively, from R&D efficiency,projection, lack of investment in redundant outputs three levels of R&D status of China’s30provinces and efficiency are analyzed and compared.From the analyzing and comparingresults, we come to the conclusion that the main reason leading to the efficiency of regionaldifferences in the development of strategic emerging industries formed for three reasons:1.The level of regional economic development level is note only the root causes of theformation of different economic development patterns, but also the main reason of R&Defficiency differences.2. Geographic is also an important factor in the development ofdifferent regions forming efficiency, relatively speaking, the R&D efficiency in thesoutheast coastal areas is much higher than other parts of our country, but in the Midwestand Northeast regions, the level of R&D efficiency of most provinces and territories isnot very high.3. Reasonable and efficient R&D personnel quality and structure is the basisfor the formation of different regional differences in the efficiency of research anddevelopment of low high school district.This paper analyzes the empirical results presented,finally get a conclusion separately for the development of high efficiency areas, middle R&D efficiency areas and low R&D efficiency areas, how to improve the efficiency of thelower zone of the region’s emerging industries of strategic R&D efficiency suggestions.
