Study On The Development Of Tobacco Farmer Cooperative In Hunan Province

As an important cash crops,tobacco plays a significant role in national economy. For a long time, tobacco production relies on decentralized operations. As the development of reform and open policy, the level of our country economy has been constantly improving, but the development gap among the three major industries is increasing, the problem that the agriculture is increasingly serious, and a single mode of operation can’t meet the needs of agricultural development no longer. To ensure the sustainable development of agriculture, the new agricultural production and management type began to appear. Consequently, the state tobacco monopoly bureau put forward that traditional tobacco agriculture should transform to modern tobacco agriculture,promoting modern tobacco agriculture vigorously. Under the trend of the times, tobacco farmers specialized cooperative grows fast as a specialized organization, which reflects the level of modern tobacco agriculture development and the integrated service form of tobacco production, it has an important effect on promoting the development of modern tobacco agriculture and increasing incomes. Tobacco put forward that tobacco farmer professional cooperatives is the innovation of Hunan province tobacco production organization form, and it is the important content of promoting the construction of modern tobacco agriculture. It is an effective way to improve the "four-modernizations"(planting scale, specialization of division of labor, management intensive, standardization of production levels) of the tobacco product ion. Though Hunan tobacco farmer cooperative gets some achievements, it still exists imbalanced development, such as poor overall quality and imperfect cooperative management. This article intend to apply the theory and methods of new institutional economics to analysis the development of tobacco farmer cooperative. The first chapter states the research findings of agriculture cooperatives, both domestic and abroad. Combining the theory with practice.
