The Performance Evaluation Of Tobacco Farmer Specialized Cooperative

Tobacco farmer professional cooperative is popularized rapidly in a new organizing form in the main producing areas of our country, and presents a rapid development trend. It makes tobacco leaf production mode change a lot.. However, the overall evaluation of efficiency to the tobacco farmer professional cooperative is not high. There exist many problems, but it is difficult to clearly express where the problem is and to clearly define the efficiency factor and non-efficiency factor. Therefore, the building of the economic performance evaluation system of tobacco farmer professional cooperative is of great significance.For the above proposition, I will review two aspects between domestic and overseas existing literature. At present, the deep study to the farmer professional cooperative is mainly on cooperative organization form, management mechanism, the functions of the government and some related aspects, but the research of the cooperative performance evaluation is still not thorough, and there is insufficient. There are many methods for the performance evaluation in the field of agricultural cooperatives in the existing literature, but for the tobacco farmer professional cooperative with the upstream buyer’s implementation plan and downstream control characteristics, the study of performance evaluation is relatively less. On the basis of the analysis of the performance evaluation of tobacco farmer specialized cooperative that AHP method has feasibility, from four aspects containing the economic scale, operation and development of the organization, the economy performance evaluation index system of tobacco farmer specialized cooperative is constructed. And there should be AHP methods to confirm the weight of each index. We took 30 tobacco farmer professional cooperatives of Bijie in Guizhou Provience as simple, applied dimensionless method to each indicator, got the value of economic performance evaluation of the tobacco farmer professional cooperatives through weighting, and determined the economic performance levels of each tobacco farmer professional cooperative.Through the analysis of the evaluation results, there is great difference among that samples of 30 cooperatives’ overall performance, and most of the development of the tobacco farmer professional cooperatives is very uneven. Cooperatives have been in the imbalance between economic development and organizational development. And cooperatives with higher economic performance have their common points which focuse on the relatively higher economic efficiency, the relatively higher degree of organization and the relatively larger sustainable development potential, etc. To achieve long-term sustainable development, cooperatives must be to achieve balanced development and fully coordinate the relationship between economic development and organizational development.
