The Spatial Heterogeneity For The Multifunctionality Of Cultivated Land Resource And Its Management Model

Restricted by the spatial management system,how to identify the dominant function and spatio-temporal variation rules in each function zones according to the difference of development goals and resource endowment among optimized development zones、key development zones、restricted development zones and the prohibited development zones is the key to maximize the resource allocation efficiency and realize the sustainable development of social and economic. Based on the main function zones planning in Hubei province, in this study, the Entropy weight method、Multiple correlation coefficient、Spatial clustering method and Theil index were used to analyze the changes characteristics of cultivated land function and their spatial heterogeneity in the development zone、agricultural zone and ecological zone in Hubei province, then the cultivated land function management mode was discussed under the background of function dominated and the spatial management system. The main conclusions are as follows:(1)The change intensity of cultivated land function is significant different among three types of function zones in Hubei province, and the change degree of cultivated land function is decreasing from the development zone to ecological zone, with the function score of 1.88%、1.70% and 1.33%. Of all the cultivated land’s function zones, the degradation of cultivated land’s economic contribution function is one of the most significant, with the change degree of-3.70%, Followed by the employment security function and ecological security function, while the food security safeguard function of cultivated land is slightly increased; the food security safeguard function of cultivated land in agricultural zone have enhanced, while the other three functions all have weakened. The four functions of cultivated land in ecological zone have all been weakened, in detail, the degradation speed of ecological security function is fastest of the four functions of cultivated land, which is 12 times and 5.24 times the development zone and agricultural zone.(2)Restricted by the spatial regulation and resources endowment, the characteristic of spatial heterogeneity is obvious among the three main function zones. The most significant difference is the economic contribution function of cultivated land, with the Theil index of 0.056, and the space classification were always greater than 10,then followed by the ecological security function、food security safeguard function and the employment security function, with the Theil index of 0.036 、 0.031 and 0.018 respectively.As for the dominant function, the key development zone is the dominant zone of cultivated land’s ecological security and employment security function in Hubei province, whose advantage coefficient were all greater than 1.The agricultural zone is the dominant zone of cultivated land’s food security safeguard function, with the average advantage coefficient of 1.038.While the ecological zone became the dominant zone of economic contribution function for cultivated land,with the average advantage coefficient of 1.113,and this advantage is being strengthened, with the score growth rate for 23.3%.(3) According to the time and space change characteristics of cultivated land’s function in Hubei province, 4 kinds of cultivated land function management models were proposed: the model leaded by economic contribution function, model leaded by food security safeguard function、model leaded by ecological security function and the model leaded by the degradation of employment security function. Based on the spatial space distribution features of dominant function in different main function zones, this research suggests that the development zone can choose the cultivated management model leaded by ecological security function,the agricultural zone can choose the model leaded by food security safeguard function, while the ecological zone can choose the model leaded by economic contribution function. At the same time, each function zone should also take the policy of CRP and land transfer to promote cultivated land utilization benefit and maximize the social、ecological and economic benefits, according to the degradation degree of cultivated land’s employment safeguard function.
