Study Of Operation Management On Expressway ETC In Yunnan Province

This thesis will be supported by a variety of domestic and international relevant data, including the attribute analysis of the expressway, public product and government regulation theory as the foundation, which earnestly researches the domestic and international network on Electronic Toll Collection policy function. Moreover, the economic benefit and social benefit of Electronic Toll Collection is analyzed carefully in this thesis.Based on these analyses, this thesis mainly focus on the expressway operation management, economic effect and social effect, the existing problems and corresponding countermeasures for ETC in Yunnan. Based on domestic and international experience, some effective measures to eradicate operation management predicament on expressway ETC in Yunnan province.The thesis is going to establish an operation mode of Electronic Toll Collection which adapts to Yunnan province. Except for establishing a set of rules and regulations which suit to business-management, an operation management system platform for ETC is designed in the thesis. Through this platform, managers can realize an intuitionistic and graphic monitoring management of front end ETC Lane systems and equipment status, statistic analysis for the data of ETC Lane, especially putting ETC lanes data and ETC issuance data together, statistic analysis for the pass rate of ETC lanes, a variety of OBU brands and specific certain car, according to the set time automatically print management system.This management mode, which makes the management of ETC lanes more timely and effective,and the business outlets provides ETC customer service more actively. The strategy of setting up the Platform for statistical analysis and management system,which can promote the comprehensive implementation of the Electronic Toll Collection in order to enhance the level of operation management on expressway ETC in Yunnan province.
